fix(ci): probe operator export HTTP status; clearer 401/503 errors

- Workflow: curl GET /api/v1/operator/export before node script; fail with annotation when not 200 so logs show 401 vs 503 without stack noise. - lib: expand operator index fetch errors with remediation for key mismatch and unset canister secret.
