feat(P-FLOW): canonical flow_run/v0 read store + portable run_ref lookup

Ship listFlowRuns/getFlowRun in flow-store with scope-filtered reads, overseer seed (flow_run:fixture-overseer-001), OpenAPI FlowRun schemas, and seven-tier tests. Execution writes remain gated; no posture flips.
