feat(phase8-p1b-c): flip OFFLINE_LOCKED_AUTH_CODE_SHIPPED to true

Tier 3 authorized compile-time flag flip; env gate remains separate per install. Seven-tier phase8-p1b suite 29/29 green post-flip.
