docs: stage 2F-b-b attachment store build prompt (Auto)

Add self-contained PRIMARY next-chat prompt to implement the frozen ATTACHMENT-STORE-CONTRACT-2F-b.md (contract §13 checklist): derivation index, consent overlay, read-only list/get, triple-surface parity, seven-tier tests, hosted smoke, OpenAPI. Encodes fail-closed rules, hard stops, test gate, and DoD (bundle code+tests+contract in one PR per SD-11; Muse-first merge + mirror per SD-14; merge is Tier 3).

Discretion: no PR for the docs-only contract branch — it rides to main bundled with the 2F-b-b code. Replaces the consumed P1b-c merge prompt.
