fix(hub): hosted evaluation JSON, migration identity, rubric fallback, eval UI

- ICP: emit evaluation_checklist, auto_flag_reasons_json, evaluation_waiver as JSON string values via escapeJson so GET /proposals/:id stays valid JSON. - ICP: StableStorage identity migration after mainnet V1→current; verify script and README updated. - ICP: Safer pathOnly / URL slicing (Nat underflow guards); README contract lists POST …/evaluation. - Gateway: log hint when canister returns 404 on POST …/evaluation. - Rubric: expand Netlify fallback items to match proposal-rubric-default.json (5). - Hub UI: read-only evaluation record for approved/discarded; parse checklist when canister returns JSON string. - .env.example: KNOWTATION_HUB_* alias note for scripts.
