Plan SectionSource v0 retrieval boundary

Add the planning contract for body-free section source candidates, covering authorization, body/snippet boundaries, lifecycle rules, prompt-injection handling, seven-tier tests, and Scooling adapter boundaries before any runtime retrieval work begins.
