fix(bridge): tolerate invalid proposal GET JSON in GitHub backup

- Add lib/canister-proposal-response-parse.mjs so bridge does not bundle operator S3/crypto - On JSON.parse failure, emit placeholder with preview + list stub metadata - Unit tests for parseCanisterProposalGetBody
