fix(hub): clearer sign-in failure when gateway returns HTML or is paused

- Time out /api/v1/auth/providers at 15s; parse body as text before JSON - Detect Netlify paused/usage-limit HTML and explain in oauth panel + top banner - Show prominent banner on knowtation.store when gateway is unreachable
