feat(hub): Import modal 4C drop zone for files and folders

- Add dashed drop target with a11y label and status line - webkitGetAsEntry directory walk; flat files fallback; importPendingDropFiles on submit - Clear drop state on modal open/close and when file inputs change - Document 4C in IMPORT phases, SOURCES, and manual checklist - Bump hub.js/hub.css cache busters
