feat(gateway): hosted MCP tag_suggest (15th tool)

Register tag_suggest behind isToolAllowed(viewer+): canister GET notes/:path or optional body (12k cap), bridge POST /api/v1/search semantic limit 15, aggregate tags with get_note fallback.

- Golden tools/list arrays to 15 admin tools - test/mcp-hosted-tag-suggest.test.mjs with mocked fetch - docs/HOSTED-MCP-TOOL-EXPANSION.md inventory + step 4f - verify-hosted-mcp-checklist: point admin count at TOOLS_ADMIN
