fix(billing): hide legacy credits row; add shadow + contrast to plan and pack cards

- Always hide billing-credits-row — the cents ledger is internal plumbing, not meaningful to show alongside operation-based metering - Plan cards: lifted background + drop shadow + stronger active ring - Pack cards: same treatment; hover state now uses accent ring + shadow so cards clearly separate from the panel background on dark theme
