- HUB-API: document variation protocol (Muse-aligned), base_state_id, external_ref - Canister: add base_state_id and external_ref to ProposalRecord; parse on POST, include in GET list/detail - MUSE-STYLE-EXTENSION: add §6.2 Option A vs B, recommendation, when to implement - IMPLEMENTATION-PLAN: concrete Option B checklist, upgrade note, recommended next steps, future/out-of-scope (rate limits, API keys, Muse Option A, canister migration)
