fix(hosted): skip loadConfig in runImport when vaultPath set; clearer import API errors in Hub

Bridge passes a temp vaultPath; calling loadConfig(projectRoot) on Netlify could throw when bundled config/local.yaml vault_path is missing or invalid on the function filesystem.

Hub: prefer data.error / data.message before generic HTTP status line.
