feat(hosted-mcp): Track B3 memory prompts (registerPrompt + ACL + tests)

- Add memory-context, memory-informed-search, resume-session in mcp-hosted-server.mjs using upstreamFetch to GET /api/v1/memory; memory-informed-search also uses vault POST /api/v1/search and canister get_note embeds (self-hosted parity, not POST …/memory/search). - formatMemoryEventsFromBridgeResponse mirrors formatMemoryEventsAsync line shape. - HOSTED_PROMPT_IDS + PROMPT_MIN_ROLE (viewer) for the three ids. - Extend mcp-hosted-prompts.test.mjs: 12/13 golden lists; getPrompt tests for memory-context and memory-informed-search. - verify:hosted-mcp-checklist operator text; playbook, parity matrix, interlock, next-session docs updated for B3 counts.
