Hosted roles/invites via bridge (Phase 4 parity)

- Bridge: store roles and invites in Blobs/DATA_DIR; GET/POST roles, invites, consume; GET /api/v1/role for gateway settings; HUB_ADMIN_USER_IDS bootstrap - Gateway: proxy roles/invites/consume to bridge when BRIDGE_URL set; GET /api/v1/settings uses bridge role; invite in OAuth state and post-login redirect - Hub UI: call POST /api/v1/invites/consume when URL has token+invite, then set invite_accepted=1 - Docs: bridge/gateway README, DEPLOY-HOSTED (bridge HUB_ADMIN_USER_IDS), PARITY-PLAN Phase 4, HOSTED-ROLES-VIA-BRIDGE.md - hub/icp/canister_ids.json, scripts/seed-hosted-c-data.mjs (config and seed script)
