feat(hub): extend proposal Enrich with suggested frontmatter (parity)

Add a versioned LLM envelope (enrich_version 2) with summary, suggested labels, and SPEC-aligned suggested_frontmatter. Share prompt/parse/validate in lib/proposal-enrich-llm.mjs for Node Hub and hosted gateway.

Persist assistant_suggested_frontmatter on self-hosted proposals; add canister V5 field assistant_suggested_frontmatter_json with migration from V4.

Hub UI shows a Suggested frontmatter table and Copy JSON. Update API docs, OpenAPI, deploy notes, and verify-canister-migration checks.

Enrich output remains advisory (not merged into vault on approve).
