docs(KD-6a): freeze MuseHub vault UI contract + 7-tier test matrix

Freeze §KD-6a in MUSEHUB-ROADMAP.md — the frozen spec KD-6b (Auto) builds against. Covers 4 page groups (vault repo landing, note detail, knowledge proposals, vault search), route/API table, MCP read-surface mapping (KD-5b 9 tools / 8 resources / 4 prompts consumed as-is), UI error-state enum, seven-tier test matrix + required Playwright browser E2E, security invariants, and KD-6b new-work summary.

Resolved 5 open UI contract items (§KD-6a.A): (a) sanitised server-side markdown/wikilink/frontmatter render (bodies-as-data); (b) vault search = knowtation/search hybrid (not hub-DB global_search) with lexical-degrade banner; (c) proposals ownership split — MuseHub renders/reviews KD-2 section-aware harmony diff, Knowtation owns create + server-side scope via knowtation/propose; (d) MCP/store read-path failure isolation (intel outage never 5xx); (e) activation gate on active domain==knowtation (vault viewer_type deferred/optional).

Frozen boundary: no template/route calls MCP inline — hub-side services/knowtation_view adapter mediates. Reuse existing /{owner}/{repo_slug} route tree + content negotiation. Do not redesign KD-5 MCP interfaces.

Rotate governance to KD-6b (Auto): ROADMAP build-status + snapshot, OVERSEER-HANDOVER NEXT SESSION + verified snapshot + VCS + change log + paste prompt (PASTE.txt).
