After updating ROADMAP and HANDOVER together, run `cli/ok -C ROOT next` and include
its CURRENT NEXT fence in the final reply. Read docs/NEXT.md from disk through the
validator. Do not extract a competing prompt from HANDOVER, ROADMAP, or old chat.
