Read AGENTS.md and docs/decisions/V1-SCOPE-RESET.md. Establish physical cwd,
Git root, branch/HEAD, and configured identity before acting. Use `cli/ok -C ROOT
status` then `cli/ok -C ROOT next`. Canonical docs/NEXT.md is the sole prompt.
The recovery request supersedes former freeze/sole-writer/OCI chains. Use the
supported v1 suite and update ROADMAP and HANDOVER together. Local feature commits
only; no push, mirror, merge, release, deployment, consumer activation, or pilot.
