Project notes often live under `projects/<slug>/`. This file uses a **numeric prefix** so ordering in the list matches reading order.

## Goals

1. Show **project** + **tags** in list and filters
2. Show multi-segment paths in the tree
3. Pair with `02-decisions.md` in the same folder
